Some 60 delegates representing the Parliaments of the Caribbean, Americas and Atlantic region will gather at the Parliament Chamber and the Hyatt Regency Hotel, Port of Spain for deliberations on such important topics as:
•	Effective measures of ensuring accountability and transparency in government: best practices for smaller Legislatures
•	Parliament as an Autonomous Body - separation from the Executive Branch of Government
•	Advancing our democracies through constitutional reform: fixed term for a Prime Minister
•	Making the Legislature more accessible and interactive for citizens: how to make this possible.
Rate of Applicants at DSC for the 2010/2011 Year Raises Concerns for Management

The Office of Admissions of the Dominica State College today expressed very serious concern about the small number of students who have submitted applications for entry into the 2010/2011 College programme.

DSC expects between 900 and 1,000 to submit applications for admittance to the 2010/2011 programmes. But, so far, only 385 students have applied. This number is significantly low in view of the deadline for submission of applications which is 30th July, 2010. With only one more week to go before the close of the receipt of applications, the college should have already received in excess of 700 applications.

It is not very clear why the numbers are so low at present, but it may be that students forgot that they must apply before they receive CXC results. What is very clear though is that students who do not submit applications on or before the deadline of 30th July, 2010, may be disadvantaged greatly. Some of the likely disadvantages include:
•	Difficulty in entering programmes of choice;
•	Deferment of the start of classes;
•	Additional fees for late application;
•	Missing out on orientation for the 2010/2011 College year; and
•	Stress of not knowing if one will be admitted into a programme.

The heart of the business of Dominica State College is students’ success. When students put themselves at risk, therefore, by not submitting their applications on time, it generates anxiety for the College.

Meanwhile, DSC continues to send reminders to students through radio and television announcements and hopes that anyone hearing would inform neighbours and friends and encourage immediate application.

MERRILL J. MATTHEW
DIRECTOR OF CONTINUING EDUCATION
Dominica on Dengue Alert

The Ministry of Health believes that there is an increased public health threat to Dominica especially now that the French Territories of Martinique and Guadeloupe are faced with an increase in the incidence of Dengue Fever.

The Pan American Health Organization (PAHO) and Caribbean Epidemiological Centre (CAREC) is advising the region to be prepared for what could be a record year for Dengue Epidemic. In addition to the reports of new cases in Guadeloupe and Martinique, new cases are also reported for Puerto Rico and Miami in 2010. In 2009, Dominica recorded two laboratory confirmed cases of Dengue Fever and so far in 2010 two new cases were confirmed by CAREC laboratory studies in Trinidad
